Twenty-Two Years of Planning and Foreshadowing

In 1979, the Jonathan Institute (formed three years earlier for the express purpose of promoting Zionism) convened the Jerusalem Conference on International Terrorism. Significantly, several members of Le Cercle were speakers, as was Edward Teller, father of the H-Bomb. The group met again in Washington, DC, in 1984.

In the 1980s, several studies and drills were conducted addressing the vulnerabilities and attractiveness of the World Trade Center as a terrorist target. On November 7, 1982, the Port Authority conducted a drill at the WTC based on the scenario of a plane crashing into one of the Twin Towers.

In 1984, the Port Authority formed the Office of Special Planning. In 1985, an OSP report calls the WTC a “Most Attractive Terrorist Target” in a report titled “Counter Terrorism Perspectives: The World Trade Center,” which describes the detonation in the basement of a truck bomb.

In 1986, the Port Authority hires Science Applications International Corporation which produces a report reiterating the vulnerability of the basement to a truck bomb.

In 1990, the Port Authority ignores several warnings that the basement of the Twin Towers was lacking security.

In 1993, a truck bomb was detonated in the basement of the North (WTC-1) Tower. In a later civil suit against the Port Authority, it was shown that their 1985 report was essentially a blueprint for the event.

Following the 1993 bombing, Kroll Associates was hired to design new security measures for the WTC. From 1993 to 2001, various security upgrades are made to the WTC.

In 1996, TWA 800 went down south of long Island and the report by the White House Commission on Airline Safety was buried.

In 1997, the Project for a New American Century (PNAC) was formed, advocating enormous defense expansion and widespread intervention. In September of 2000, PNAC releases their report “Rebuilding America’s Defense” in which it warns the process of transformation, even if it brings revolutionary change, is likely to be a long one absent some catastrophic and catalyzing event, like a new Pearl Harbor.

In early 2001, many members of PNAC become top-level appointees in the Bush Administration.

On July 24, 2001, ownership of the Twin Towers changes hands to Silverstern Properties, which already owns WTC-7 and insurance coverage more than doubles.

On September 10, 2001, Silverstein Properties cancels a meeting scheduled for the next day on the 88th floor of the North Tower.
